Congress didn't settle it... America turns back the clock
An attempt to end the twice-yearly clock change in the United States faltered after the Senate ended its session without putting the Sunshine Protection Act to a vote, meaning most Americans will turn their clocks back on November 1 under the current system. The House of Representatives had passed the bill on July 14 by a wide margin of 308 votes to 117, but it faced objections in the Senate that have so far prevented a final vote. The bill aims to make daylight saving time permanent in states that observe it and end the seasonal switch between daylight and standard time.
