Outlines of New European and French-Italian Arrangements for Lebanon
Paris and Brussels are shaping new security arrangements for Lebanon as 's mandate nears its end on Dec. 31, through two tracks: a European mission to strengthen the Lebanese Army and for at least three years, and a French-Italian initiative to form a coalition of states potentially keeping military forces on the ground. French officials say neither initiative is a direct replacement for UNIFIL or includes a mandate to disarm Hezbollah or force an Israeli withdrawal, while implementing Resolution 1701 and restricting weapons to legitimate institutions remains a condition for stability.
