Tampa negotiations achieve no breakthrough... these are the reasons

The source attributed the lack of a breakthrough to deliberate Israeli procrastination, Israel's refusal to agree to a mechanism for withdrawing occupation forces from all Lebanese territory before 's disarmament, and the US sponsor's failure to intervene effectively. The source also noted that the absence of political and diplomatic representatives turned the meeting into a technical one.
