Who owns Lebanon's gold?
An opinion article examining the legal status of 's gold reserves, estimated at around 286 tonnes, and posing the practical question of who should benefit first from that gold when the bills eventually come due. It concludes that the gold is an asset listed on the central bank's balance sheet, and that while the state owns the bank, it is also its largest debtor to the tune of about $60 billion according to Governor Karim Souaid's estimate, while the bank's debts to commercial banks, and thus to depositors, amount to around $78 billion. The author argues that the state's interest in the gold as sole owner of the bank ranks behind the rights of the bank's creditors, and that any other use of the gold could expose the bank to claims and undermine its independence, noting that a 1986 law prohibits selling the gold without parliament's approval.
