Israeli escalation in the south and diplomatic movement in Beirut: Lebanon between the Khiam demolition and the Tampa test

South Lebanon witnessed a wide Israeli military escalation, as Israeli forces at midnight blew up the Al-Mabarrat school in the town of Khiam and carried out a very violent demolition operation in the same town overnight, while its artillery targeted Wadi al-Salouqi, the town of Mansouri and the outskirts of Zibqin in the Tyre district. A massive explosion was heard in the town of Qantara in the Marjeyoun district, and another in the town of Buyut al-Siyad, with no information on the causes, the extent of damage or casualties.

This comes amid intense diplomatic activity; Lebanon is heading to a new negotiating meeting in Tampa, USA, 48 hours before a tripartite meeting, with the participation of a Lebanese military delegation, to push for the implementation of the "Framework Agreement" sponsored by the US last June, demanding a halt to Israeli violations and a withdrawal from the south, while Israel links any progress to security arrangements related to Hezbollah's weapons. The future of UNIFIL is also on the table as the implementation of Security Council Resolution 2790 approaches, amid a pessimistic reading saying that the Lebanese efforts led by Prime Minister Nawaf Salam and Foreign Minister Youssef Raji and President Joseph Aoun's contacts have not yet changed the firm US position rejecting an extension, while Paris coordinates with Italy for an extension with a new framework and tasks or for sending a civilian security mission alongside the army in the event of a US veto. During his meeting with French Minister Delegate for the Armed Forces Alice Rufo, Defense Minister Michel Munsa stressed that the priority is to stop the Israeli violations, secure the Israeli withdrawal from the south and avoid any vacuum that may arise from the end of the international force's mission.

On the security level, a raid by a Central Criminal Investigation patrol on a warehouse in the Al-Zaghloul building in Galleria Semaan to seize banned medicines turned into a security confrontation after gunmen surrounded the patrol, before the Lebanese Army intervened, provided backup, completed the seizure and sealed the warehouse with red wax. Prosecutor General Judge Ahmad Rami al-Hajj issued subpoenas to the Army Intelligence Directorate, the Gendarmerie Command and the Judicial Police to identify the gunmen, while Hezbollah denied any connection to the warehouse and its contents and attributed the incident to the failure to adopt the agreed coordination mechanism. In the same context, US Secretary of State Marco Rubio stressed in a call with President Joseph Aoun the need to hold those responsible for the explosives shipment attributed to Hezbollah accountable; Hezbollah warned against measures against the resistance and denied the existence of subpoenas against its members, amid an army deployment in Beirut and the southern suburbs.

Diplomatically, Foreign Minister Youssef Raji placed in Lebanon's speech before the 52nd session of the Council of Foreign Ministers of the Organization of Islamic Cooperation in Baghdad the files of weapons, sovereignty, Israeli violations and Iranian interference, demanding that Tehran stop its interference in Lebanon's internal affairs and stop supplying Hezbollah with weapons and money, and calling on Iran and its proxies to stop attacks on the Gulf Cooperation Council states and Jordan, while also demanding that Israel stop its attacks and fully withdraw from Lebanese territory. In another security file, the Syrian General Intelligence Service announced the arrest of Ali Kayyali, known as "Meraj Ural", leader of the so-called "Popular Front for the Liberation of the Iskenderun Sanjak", hours after unknown gunmen stormed his home in the town of Mansourieh in the Metn district, where he was residing under the alias Ali Khalil Ibrahim. Domestically, debate dominated over a Qatari offer to address the electricity crisis, and a report by the International Civil Aviation Organization (ICAO) revealed gaps in safety procedures at Rafic Hariri Airport that may delay the resumption of direct flights to the United States after a hiatus of more than 40 years, while 3 people were killed and 19 injured in 14 traffic accidents over the past 24 hours.
