A delegation of the "Lebanese-American Coordination Committee" met Lebanese Foreign Minister Youssef Raggi in Washington and handed him a memorandum demanding the restoration of the Lebanese state's sovereignty and the implementation of reforms, along three tracks: negotiation, weapons and reform. According to a detailed report, the memorandum also calls for supporting Lebanese-Israeli negotiations under US auspices led by state institutions, and for restricting weapons and the decisions of war and peace to the state, along with accelerating reforms.
The coverage focused on the same handover of the memorandum but differed in what it highlighted: some limited themselves to the demands for sovereignty and reform or to describing the memorandum as supportive of the government, while other coverage highlighted the three tracks (negotiation, weapons and reform), and a detailed account of the memorandum's full content was published later.
